The main armed opposition group, SPLM/A-IO, will not be part of a Transitional Government of National Unity expected to be formed on Nov. 12 – if all critical outstanding tasks are not fully implemented, said an opposition official on Saturday.

“We are not ready to form a government on November 12th if the rest of the security arrangements & The number of the States & their boundaries are not implemented, we don’t want to be part of a government that will ignore those issues,” said Angelina Teny, SPLM/A-IO representative and head of the SPLM-IO’s Committee for Security and Defense.

She stated that the South Sudanese government has failed take into account some of the concerns raised by opposition groups, and for this reason they’re rushing to form a unity government by November without proper security arrangements in place.

“The Regime compromised some of the elements in SSOA, G10, OPP that is why they are calling for formation of the New government on 12/11/2019 without implementing Security arrangements & The number of the States & we will not be apart of it.”

She added that the timeframe scheduled for training the National Army had already passed and its impossible that a National Army could be trained and deployed in less than a month.

“The Dateline to train the unified Army for South Sudan is already missed by the parties, You can not train a Country National Army within less then a month it is impossible, the agreement is calling for Training of the unified army for S.Sudan,” said Angelina.

Stressing that “For Training a Professional National Army it need enough’ time to train them , the Government of S.Sudan under President Salva Kiir Frustrated the process by refusing to fund join defense Bourd JDB & NPTC to carry their activities on time .”

The senior opposition official blamed peace guarantors for failing to follow up on the implementation of the revitalized peace agreement.

“Peace guarantors failed to do their duty to follow the implementation of the R_ARCSS in letter & Spirit as per agreement & they leave the whole process of implementation of the R_ARCSS to the parties without monitoring the Process.”
