UN Stresses Importance of R-ARCSS, Calls on Gov’t and Opposition Parties To Resolve Pending Issues

Oct 9th, 2019 (SSNN)-Members of the UN Security Council on Tuesday underscored the importance of South Sudan’s peace deal and called on the Parties to immediately speed up progress towards the implementation of the Revitalized Peace Agreement.

“The Council called upon the parties to expedite the implementation of transitional security arrangements and to continue consultations towards a common solution regarding the number and boundaries of states. It also urged the Government of South Sudan to disburse the balance of funds pledged for implementation of the Revitalized Agreement in an accountable manner,” said the Council’s statement read out by Jerry Matthews Matjila, Council President.

The Council members commended the little progress made and urged South Sudan’s government and opposition parties to keep up the momentum.

“The 15 member Council welcomed initial progress in implementing the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan, including the formation of required institutions and mechanisms, joint local peacebuilding activities and an improved environment for the delivery of humanitarian assistance to many areas.”

The UN Security Council urged holdout groups to join the Revitalized Agreement to renounce violence, adhere to cessation of hostilities agreements and seek an amicable way of addressing their concerns without resorting to violence.

The statement issues on Tuesday by the UN appealed to the signatories to approach the non signatories in a non violent way in an attempt to bring them on board.

The Council welcomed face-to-face meetings between President Salva Kiir Mayardit and Opposition leader Dr. Riek Machar, and called the the two principals continue with direct meetings to iron out pending issues in order to fast-track the formation the Transitional Government of National Unity, as agreed in May.

“ The [UN] condemns the ongoing conflict in the Equatoria region, continued sexual violence and all violations of agreements on the protection of civilians, the Council expressed concern over the dire humanitarian, human rights and economic situation in South Sudan”

Its urged armed groups on all sides to cease violence, protect medical facilities and safeguard the well-being of humanitarian workers.

“It also called upon all groups to protect medical facilities and personnel as well as other civilian infrastructure, allow unhindered humanitarian access and end sexual violence and use of child soldiers.”

The UN expressed appreciation for the effort made by the United Nations Mission in South Sudan (UNMISS) and urged immediate appointment of permanent head of the Joint Monitoring and Evaluation Commission (JMEC).

“Expressing appreciation for the facilitation by the Intergovernmental Authority on Development (IGAD), the Council encouraged the subregional body to appoint a permanent Chairperson of the Reconstituted Joint Monitoring and Evaluation Commission.”

The Security Council lauded the role played by the United Nations Mission in South Sudan (UNMISS) and called on South Sudan Government and opposition parties to desist from undermining the work of UNMISS and the Joint Monitoring and Verification Mechanism.
