The Inter-Governmental Authority on Development, a regional bloc charged with mediating and overseeing the implementation of the Revitalized Peace Agreement, faces difficulties in finding a win-win solution to the number of states and their boundaries.

On Saturday, the IGAD Council of Ministers held its 70th Extraordinary Session of the IGAD Council of Ministers on the situation of South Sudan to discussed the status of implementation of the revitalized agreement on the resolution of conflict in the Republic of South Sudan.

During the IGAD Council of Ministers’ meeting, the regional bloc recommended 23 states plus the Abyei Administrative region, however, the  proposal rejected by government delegations.
