SPLM-IO welcomes outcome of Entebbe Tripartite Summit, lauds peace guarantors for their efforts

Nov 9th, 2019 (SSNN)-South Sudan’s main armed opposition group, The Sudan People’s Liberation Movement/Army-IO (SPLM/A-IO) has welcomed the outcome of the Entebbe Tripartite Summit, notably the 100-Days-Extension of the Pre-transitional Period, due to commencing from November 12, 2019 until February 2020.

In reference to the above, the SPLM/SPLA (IO) would like to seize this opportunity to welcome the Communique of the Tripartite Summit on the Revitalized Agreement of the Resolution of the Conflict in South Sudan (R-ARCSS), held in Entebbe, Uganda on November 7th, 2019 under the auspices of H.E. Youweri Kaguta Museveni, President of the Republic of Uganda and was attended by H.E. Salva Kiir Mayardit, President of the Republic of South Sudan; H.E. Abdel Fatah Alburhan, President of the Sovereign Council of Sudan; H.E. Dr. Riek Machar Teny-Dhurgon, Chairman and Commander in Chief of the SPLM/SPLA (IO); and, the Special Envoy of Kenya to South Sudan, H.E. Stephen Kalonzo Musyoka,” said Puok Both Baluang, the SPLM (IO) Director for Information and Public Relations.

In view of the foregoing, we therefore make the following remarks and;

  1. Thank the R-ARCSS guarantors for convening and participating in the Tripartite Summit in Entebbe, Uganda on November 7th, 2019 as recommended by the Common Position of the Special Envoys on the Peace Process in South Sudan in Djibouti, the Republic of Djibouti from 25th to 26th October 2019.
  2. Welcome the extension of the pre-transitional period for 100 days, to give room for implementation of the critical and fundamental issues such as; the security arrangements and the boundaries and number of states, among other things.
  3. Support the new extension because it will avert a return to war and create a conducive environment for implementing the critical outstanding issues of the R-ARCSS. It is in the interest of the people of South Sudan and it will assist in alleviating their suffering, which will only happen when the government in Juba develops genuine will and accepts to implement the provisions of the Agreement in letter and spirit.
  4. Emphasize to members and the people of South Sudan at large that, we shall persue the genuine implementation of the R-ARCSS to its logical conclusion and we shall not betray the cause of fundamental change, as our objective is to deliver the promises of the liberation struggle.
  5. Urge the guarantors of the R-ARCSS to adapt drastic measures to ensure that the 100 days will not face the same fate as the pre-transitional period and the extended pre-traditional period of the revitalized agreement, which passed without much having been achieved.
  6. Call for creating civic and political space to disseminate the Agreement across South Sudan and release all political prisoners, detainees, and prisoners of war; and
  7. Call upon IGAD to release H.E. Dr. Riek Machar Teny-Dhurgon from his unjust house confinement.

The opposition group reaffirms it commitment to fully implement the agreement in letter and spirit.

“In conclusion, the SPLM/SPLA (IO) reiterates our full commitment to the implementation of the (R-ARCSS), in letter and spirit, as the only way to attain lasting peace in South Sudan.”
