August 5, 2020(SSNN) — Today, August 5, 2020, South Sudan’s First Vice President, Dr. Riek Machar Teny, met with the Minister of Cabinet Affairs, Hon. Dr. Martin Elia Lomuro, to determine how best the two could push other members of the governance cluster to come to the table to draft roles and responsibilities.

Speaking after meeting Dr. Machar, the Minister of Cabinet Affairs, Hon. Dr. Martin Elia Lomuro explains that there is a delay in the drafting of duties and responsibilities of various ministries.

“We have had a great meeting this morning with the First Vice President, who is the Chairman of the governance cluster to discuss issues of governance” Dr. Martin Elia explains.

“The first thing we discussed was the progress being made in the drafting of duties and responsibilities of various ministries as we resolved in our first meeting in March this year and we noted that there seems to be a serious delay in the production of the duties and responsibilities of various ministries in various clusters” Dr. Elia said.

“So we wanted to have a strategy on how to push for the completion of those duties and responsibilities so that they form the foundation for the drafting and development of the policy frameworks and strategic plans of the various ministries which is critical for the strategic plan to incorporate the provisions of the agreement and also the development of the budget”

In their conversation Dr. Machar and Hon. Lomuro could be heard saying that various ministers including the Minister of Finance has not turned up or met with Machar.

It has been five months since the clusters met and according to Hon. Martin Elia, the two leaders went back to the drawing board to come up with strategies on how to “push” other leaders to come to the table to get at least the foundation laid out.

The revitalized peace agreement is stagnated with very little hopes that anything significant shall be implemented before the end of the transitional period.
