Mabuza unveils new approach to breaking impasse on states’ issues

January 16th, 2020 (SSNN)—The Deputy President of South Africa, David Mabuza has proposed Arbitration – an alternative dispute resolution (‘ADR’) approach aimed at addressing the ongoing stalemate over the number of States and their Boundaries.

In a press statement to the media, South Africa’s vice president, David Mabuza, said it has become more difficult to settle the issue and that a new mechanism is being proposed that will look into the matter for 90 days.

“We are going to subject the question of the number of states to an arbitration, a mechanism that is going to take 90 days. 90 days will go into the government of national unity”.

“This is what we proposed and our feeling is that the government doesn’t have a problem with the proposal. We are taking the proposal to the other parties today,” he added.

Mabuza, underlined that the Parties agreed to form a unity government in February despite the current disagreement over the Number of States and their Boundaries.

South Sudan’s Minister of Cabinet Affairs, Martin Elia Lomuro said the government has accepted the new alternative approach.

“We hope that the other partners will accept the proposal which has been accepted by the government,” said Martin.

The recent failure of the two leaders to agree on the number of states raises doubts over whether the new unity government will be formed in February.

South Sudan’s government and opposition groups signed an agreement, two years ago, to halt the conflict and bring peace to the country.

According to the peace agreement, the parties are supposed to implement all provisions of the R-ARCSS without failure.
