Rights group urges peace implementation, calls on peace guarantors not to take back seat
January 8th, 2019 (SSNN)—The Center for Peace and Advocacy (CPA) has expressed grave concern over the quiescence of the Inter-Governmental Authority on Development (IGAD) countries, specifically Sudan and Uganda, to push for the full implementation of the Revitalized Peace Agreement.
“The Center for Peace and Advocacy (CPA) is deeply concerned over the relaxation of Uganda and Sudan as guarantors of the implementation of the peace agreement,” the group said.
The group stresses that the IGAD countries should hold frequent meetings and review progress made so far in implementation the peace agreement.
“Uganda, Sudan and other IGAD countries are supposed to call for an urgent meeting and evaluate the achievements after the 50 days elapse. Today we remained with 43 days without making any progress on security arrangements and breakdown of number of states and their internal boundaries in the country,” the group added.
The civil society group said that the peace guarantors should put maximum pressure on the Parties to implement outstanding Pre-transitional Tasks.
“It’s time for Uganda and Sudan to put more efforts and exert maximum pressure on South Sudan’s Parties in order not to miss the upcoming deadline again scheduled for the formation of the Revitalized Transitional Government of National Unity.”
“During the Tripartite Summit held in Entebbe On November 7, 2019 attended by several regional leaders, the Parties made a commitment to extend the Pre-transitional period for another 100 days and to form a mechanism to supervise the implementation of the sticky issues.”
“However, despite all these efforts to restore peace in South Sudan, the prospects for peace are far from being achieved. The people of South Sudan are still waiting on the promise of sustainable peace.”
“The parties should work hard to resolve outstanding issues within the next fifty-day period starting from the thirteenth day of this month and submit a detailed performance report to the guarantors.”
“A majority of citizens have expressed disappointment that the two leaders lack political will to implement the peace agreement, they also doubt that they will further extend the period at the end of the extended period. The parties should commit to a permanent ceasefire and never return the country to war.”
“The determining factor to form the TGoNU depends on the immediate release of funds by the government and the political concessions to resolve pending issues and avoid a repeat of a political quagmire in the country.”
