IGAD requires parties to submit their position papers on pending issues before upcoming Consultation Meeting

January 10th, 2020 (SSNN)—The Intergovernmental Authority on Development(IGAD) has extended invitations to the Parties, requesting them to submit their position papers they hold on the number of States and their Boundaries, and that will be presented for discussion during the next consultative meeting expected to take place from 15 to 17 January 2020 in Juba.

“I write further to my invitation to a consultation meeting of the Parties to the RARCSS dated 6th January 2020 addressed to you to nominate representatives to participate in the meeting scheduled from 15th to 17th January 2020 in Juba, South Sudan,” said the IGAD Special Envoy for South Sudan, Amb. Dr. Ismail Wais.

“In this regard, the Facilitator, H.E. David Mabuza, Deputy President of South Africa and South Africa Special Envoy to South Sudan has requested that each Party to the R-ARCSS to submit a Position Paper which succinctly summarizes.”

  • (i) The position held by the Party on the number of States and their boundaries since the consultation meeting began on 2nd to 4th December 2019, and
  • (ii) The Party’s’ proposal towards the resolution of the process going forward, including possible trade-offs towards getting to a point which is middle ground.
