Global advocacy group welcomes 100-Days-Extension, calls for full implementation of R-ARCSS
Nov 8th, 2019 (SSNN)-The global advocacy group, Refugees International (IR) has welcomed the extension of the 100-day pre-transitional period, which is expected to begin on November 12, until February 2020 and urged the parties to commit themselves to the full implementation of the Revitalized Peace Agreement.
Daniel P. Sullivan, Senior Advocate for Human Rights, Refugees International states that the recent extension of the pre-transitional period by 100 days is very important, given the fact that key pre-transitional tasks have not been achieved.
“South Sudan’s agreement (…) to delay the formation of its transitional government by 100 days is a welcome move. Key aspects of the peace agreement have languished for too long, but this period can and should kickstart progress. A third of the country’s population are displaced, and humanitarian conditions remain dire. This borrowed time must not be wasted.”
The global advocacy agency, appealed to the US government to stay focused on the peace process and ensure that South Sudanese leaders who oppose the implementation of the peace agreement are held accountable.
“The United States and regional actors must stay engaged and hold South Sudan’s leaders to account for any further delays. A resolution, S.Res.371, has just been introduced in the Senate reaffirming the support of the United States for the people of South Sudan and calling on all parties to uphold their commitments to peace and dialogue. The passage of this resolution will send a strong message that the United States is paying attention and ready to hold all parties accountable.”
During the Tripartite Summit on R-ARCSS held in Entebbe, Uganda, on 7 November, the South Sudanese leaders agreed to extend the pre-transitional period for one hundred (100) days effective from the 12th November, 2019 and to review progress after fifty (50) days from that date, and a report be submitted to the Heads of State and the Parties.
The parties agreed to establish a mechanism from the Guarantors and the Parties to supervise the implementation of the critical tasks. and during this period, the four IGAD countries represented in the meeting agreed to request IGAD to address the status of Dr Riek Machar.
